What is NorthSTAR
The NorthSTAR project is a public behavioral health (mental health and substance abuse treatment) managed care initiative in the North Texas Region. The NorthSTAR Service Delivery Area is comprised of Collin, Dallas, Ellis, Hunt, Kaufman, Navarro, and Rockwall Counties.
- Separated Local Behavioral Health Authority (LBHA) functions from provider functions.
- NTBHA was created as a separate local Administrative Agency to plan, facilitate and coordinate mental health and chemical dependency services to the NorthSTAR area.
- Blended funding - State and local agencies contribute wrap-around (comprehensive) funds for treatment.
- Integrated services - Mental health and chemical dependency treatment are coordinated under behavioral health, allowing integrated treatment in a single system of care.
- Care management - to ensure individuals receive the proper amount of cost-efficient care.
- Data-based decision support - A data warehouse and decision support software is used to evaluate and manage the system of care.
- Behavioral Health Organization - Services are provided through a contract with a licensed behavioral health organization.
