Children's Health Insurance Program (CHIP)
The Children’s Health Insurance Program (CHIP) is a national program designed for families who earn too much money to qualify for Medicaid, yet cannot afford commercial insurance. The State of Texas developed TexCare Partnership to raise awareness of new children’s health insurance options and to help Texas families obtain affordable coverage for their uninsured children (ages 0-19).

Texas Medicaid Buy-In for Children
Medicaid Buy-In for Children can help pay medical bills for children with disabilities. This program helps families
who need health insurance, but make too much money to get traditional Medicaid. Families “buy in” to Medicaid by making a monthly payment (premium).
To be in this program a child must:
- Be age 18 or younger
- Meet the same rules for a disability that are used to get Supplemental Security Income (SSI). The child doesn’t have to get SSI.
- Live in Texas
- Be a U.S. citizen or legal resident
- Not be married
The benefit period for this program is usually one year. Before the end of the benefit period, a renewal application will be sent to the family.
How to apply:
Get an application form for Medicaid Buy-In for Children from one of the following three ways:
- Download Form H1200-MBIC
- Call 2-1-1 and ask to have a Medicaid Buy-In for Children application mailed to you.
- Go to an HHSC benefits office. Call 2-1-1 to find one near you.

Texas Health Steps
Step Into a Healthy Future With Texas Health Steps!
Texas Health Steps (THSteps) is for children from birth through 20 years of age who have Medicaid. Texas Health Steps provides regular medical and dental checkups and case management services to babies, children, teens, and young adults at no cost to you. If your child's doctor finds a health problem during a checkup, he or she can make sure your child gets the medical care that is necessary to help prevent problems that could make it hard for your child to learn and grow.
Texas Health Steps will:
- Help you find a doctor, dentist, or case manager
- Help you make an appointment for a checkup
- Help you get a ride or money for gas

STAR+PLUS
In May 2009, HHSC and Evercare of Texas ended their contract for the operation of the Integrated Care Management (ICM) program, which provided services to more than 75,000 aged, blind, and disabled (ABD) Medicaid clients in the Dallas/Tarrant Service Delivery Areas (SDAs). Subsequently, the 2010-11 General Appropriations Act (Article II, Special Provisions, Section 46, S.B. 1, 81st Legislature, Regular Session, 2009), requires HHSC to implement the most cost-effective integrated managed care model for this population.
An analysis of the ICM, Primary Care Case Management (PCCM), and STAR+PLUS Medicaid managed care models resulted in HHSC’s conclusion that the most appropriate, cost-effective model to implement in response to the legislative mandate is STAR+PLUS.

Medical transportation provides FREE transportation to any Medicaid appointment.
You must be a Medicaid recipient and have no other means of transportation available to get to your appointment.
